Lisa Willcutt, CPM® is a principal of Lockhart Management & Consulting, LLC located in Kalamazoo, Michigan. Lockhart Management & Consulting (LMC) is responsible for the management and leasing of multi-family and commercial properties in Southwest and West Michigan.

Willcutt has effectively balanced roles in co-piloting the development of LMC, thorough oversight while maintaining adherence to government agency and internal protocols. With more than 20 years’ experience in her field, she maintains a State of Michigan Real Estate Brokers License and is a Certified Property Manager® by the Institute of Real Estate Management.

During her advance from Property Manager to Partner while with Phoenix Properties (1994-2012), she was responsible for oversight of 694 units in ten federally subsidized nonprofit multifamily properties, located over four municipalities.

As a founding Principal in LMC, Willcutt is responsible for the conventional needs of residential properties, all operations typically associated with Federally-assisted housing, and the challenges of enhanced resident services. Additionally, Willcutt oversees management of two nonprofit commercial buildings in downtown Kalamazoo. She has worked directly in managing LIHTC, project-based Section 8, permanent supportive housing, 202/8 and Section 811 PRAC properties. She also has coordinated the full Market-to-Market restructuring of two properties, refinanced properties using the HUD 223(f) program, as well as initiated a rate roll-back for another property. Willcutt has significant experience writing capital advance requests that have been funded to allow for the development of new affordable housing for persons with a disability.

More recently, Willcutt has assisted in the redevelopment and preservation of New Horizon Village. The first phase of redevelopment resulted in New Village Park, a 152-unit project-based Section 8 LIHTC property.

Willcutt is a graduate of the Leadership Kalamazoo program and serves as the president of Guardian Finance and Advocacy Services, an organization that assists individuals retain their independence.
