Alan L. Sylvester, CPM® is a principal of Lockhart Management & Consulting, LLC in Kalamazoo, Michigan. Lockhart Management & Consulting is responsible for the management and leasing of multi-family and commercial properties in Southwest and West Michigan.
Sylvester has more than 30 years’ experience managing, leasing and directing operations for partnerships, individual owners and institutions. From 1980 until 1994 he was Director of Property Management for Robert Britigan & Company, an Accredited Management Company based in Kalamazoo. In this capacity, he was responsible for management, leasing and operations for a portfolio of approximately 2,000 units of multi-family property
As a principal of Lockhart Management & Consulting he is responsible for all aspects of management, leasing and client services for a portfolio valued in excess of $35 million in more than 1,000 units of multi-family housing and 55,000 square feet of commercial space. The firm specializes in the management of affordable housing properties as well as conventional apartments and commercial buildings.
Sylvester and Lockhart Management & Consulting are members of the National Apartment Association, the Property Management Association and the Institute of Real Estate Management. He served as President of the West Michigan Chapter and in a number of capacities with each organization. Since 1986, he has been a Certified Property Manager and is responsible for maintaining the Accredited Management Organization designation for Lockhart Management & Consulting. The firm most recently completed its reaccreditation in 2015.
Lisa M. Willcutt, CPM

Lisa Willcutt, CPM® is a principal of Lockhart Management & Consulting, LLC located in Kalamazoo, Michigan. Lockhart Management & Consulting (LMC) is responsible for the management and leasing of multi-family and commercial properties in Southwest and West Michigan.
Willcutt has effectively balanced roles in co-piloting the development of LMC, thorough oversight while maintaining adherence to government agency and internal protocols. With more than 20 years’ experience in her field, she maintains a State of Michigan Real Estate Brokers License and is a Certified Property Manager® by the Institute of Real Estate Management.
During her advance from Property Manager to Partner while with Phoenix Properties (1994-2012), she was responsible for oversight of 694 units in ten federally subsidized nonprofit multifamily properties, located over four municipalities.
As a founding Principal in LMC, Willcutt is responsible for the conventional needs of residential properties, all operations typically associated with Federally-assisted housing, and the challenges of enhanced resident services. Additionally, Willcutt oversees management of two nonprofit commercial buildings in downtown Kalamazoo. She has worked directly in managing LIHTC, project-based Section 8, permanent supportive housing, 202/8 and Section 811 PRAC properties. She also has coordinated the full Market-to-Market restructuring of two properties, refinanced properties using the HUD 223(f) program, as well as initiated a rate roll-back for another property. Willcutt has significant experience writing capital advance requests that have been funded to allow for the development of new affordable housing for persons with a disability.
More recently, Willcutt has assisted in the redevelopment and preservation of New Horizon Village. The first phase of redevelopment resulted in New Village Park, a 152-unit project-based Section 8 LIHTC property.
Willcutt is a graduate of the Leadership Kalamazoo program and serves as the president of Guardian Finance and Advocacy Services, an organization that assists individuals retain their independence.
Amy L. Avis
Director of Accounting

Amy Avis has worked in property management since 2006 and is Lockhart Management & Consulting’s Director of Accounting. In that capacity, she manages the accounting for LMC’s conventional and affordable multi-family housing portfolios.
Avis is responsible for the monthly financial reporting to clients, as well as monitoring and forecasting their cash flow needs. She manages all accounts receivable and payable activity for Lockhart Management & Consulting and is responsible for reconciling the payroll activity for the entire management portfolio.
Avis earned her Bachelor of Arts degree in accountancy from Western Michigan University and has more than 20 years of experience in accounting for manufacturing, payroll, tax preparation and small business.
Previously she served in the role of controller and accounting director for manufacturing and technology firms based in Kalamazoo, Michigan.
Melissa Dillon has worked in property management since 2007 and has held a State of Michigan Real Estate Salesperson license since 2008. As a property supervisor, Dillon ensures HUD compliance for the Lockhart portfolio of properties as well as overseeing the activities for six HUD subsidized properties.
Dillon is responsible for preparing the HUD requested Management and Occupancy Review paperwork and submission to HUD. She also prepares procedures to ensure compliance with new HUD Notices, more recently created the Violence Against Women Act (VAWA) Emergency Transfer plan as well as company-wide training in the Plan.
In addition, Dillon prepares and submits Housing Assistance Payment Contract renewal paperwork to HUD, and prepares monthly HUD assistance billings.
